Why North York files there

Small Claims Court venue runs by territorial division, not by city. A territorial division is a county, a district, or a regional municipality, plus nine single-tier cities such as Toronto, Ottawa, and Hamilton (rule 1.02(1)).

The City of Toronto has been one municipality since 1998, and the Rules name it as one territorial division. Its former cities and boroughs, North York included, share the one courthouse at 47 Sheppard Avenue East.

Rule 6.01 lets you start the action in the territorial division where the cause of action arose, or where a defendant lives or carries on business, or at the court's place of sitting nearest to a defendant. One of those tests must fit this location.
